Becretary of State for India in Council to state that the

Foreignffice and Home office were oculted on the mugestion

that a waxing should be onveyed to the French Goverme

through the Foreign Office about Henasie's antecedents.

Departments agree that a warning would be desirable, and

consider that it would probably have greater for se i£ 1

conveyed direct by the Gover.ment of India t the Goverment of

Indo-Chin. it mi/ht be intimated that in view of Nemasie 'a

past record, of which the authorities of Indo-China will be

It could also be added that His Majestṭ's Goverment have

¿ivon instructions that Nemasie is not to be employed by the

Governments of British possessions in the purchase of opium.
